     I had forgotten that a $5 million bounty already exists on him; therefore, we should expand it tenfold to $50 million. Such a huge sum, stated in local currency, may "turn" a close follower or stimulate anti-Taliban factions to action, particularly for $50 million in small-arms weaponry.
