From Abate to Zambrano: The FBI's recent Monmouth County corruption targets

Frank Abate, Marlboro, former executive director of the Western Monmouth Utilities Authority. Arrested Nov. 21, 2006 on an indictment for nine counts of defrauding the public of honest services, two counts of extortion under color of official right and two counts of attempted obstruction of a grand jury investigating him. Convicted May 25, 2007, on five counts of defrauding the public of honest services and one count of obstructing a grand jury investigation.

Stephen Appolonia, Colts Neck, partowner of International Trucks of Central Jersey, Howell. Charged March 10, 2005, with money laundering. Indicted July 28, 2006, on seven counts of offering and giving corrupt payments, seven counts of scheming to defraud local governments of honest services, three counts of scheming to defraud Neptune Township of money and property and a vehicle services company of honest services, money laundering and conspiracy to launder money. Pleaded guilty Sept. 13, 2007, to one count of making a corrupt payment to a Monmouth County official and one count of conspiring to launder money.

Matthew Appolonia, Berkeley Heights, part-owner of International Trucks of Central Jersey, Howell. Indicted July 28, 2006, on seven counts of offering and giving corrupt payments, seven counts of scheming to defraud local governments of honest services and three counts of scheming to defraud Neptune Township of money and property and a vehicle services company of honest services. Pleaded guilty Aug. 22, 2007, to one count of scheming to defraud a local government of honest services.

Thomas Broderick, former Marlboro councilman, Monmouth County undersheriff and assistant supervisor of the county Division of Highways. Charged Feb. 22, 2005, with money laundering. Pleaded guilty Jan. 19, 2006. Sentenced Oct. 12, 2006 to four months in prison.

Paul Coughlin, former Hazlet mayor. Charged Feb. 22, 2005, with extortion under color of official right. Indicted Dec. 5, 2005, on charges of extortion under color of official right, conspiracy and accepting corrupt payments. Pleaded guilty May 30, 2006, to one count of accepting corrupt payments. Sentenced Sept. 22, 2006, to two years in prison.

Joseph DeLisa, former West Long Branch councilman. Charged Feb. 22, 2005, with extortion under color of official right. Indicted April 17, 2006, on conspiracy to extort under color of official right, two counts of attempted extortion, accepting a thing of value $3,000 or more to be influenced or rewarded and conspiracy to defraud the public of honest services. Pleaded guilty Nov. 15, 2006 to one count of extortion. Sentenced March 27, 2007, to 15 months in prison.

Robert Feldman, Brick, salesman for International Trucks of Central Jersey, Howell. Indicted on July 28, 2006, on seven counts of scheming to defraud local governments of honest services and three counts of scheming to defraud Neptune Township of money and property and a vehicle services company of honest services. Pleaded guilty on May 23, 2007, to one count of mail fraud.

Moshe Gohar, Ocean Township, Monmouth County area developer. Pleaded guilty on Dec. 21, 2006, to one count of conspiring to give and offer corrupt payments for bribing former Ocean Mayor Terrance Weldon $50,000 to gain zoning approvals for a development project. Sentenced Oct. 17, 2007, to 24 months in prison.

Thomas Greenwald, former Far Hills councilman and police commissioner. Charged March 10, 2005, along with Stephen Appolonia with money laundering. Pleaded guilty May 10, 2007, to conspiracy to commit money laundering and conspiracy to defraud the IRS.

John Hamilton, former Asbury Park councilman. Charged Feb. 22, 2005, with extortion under color of official right.

Robert Hyer, former Keyport councilman. Charged Feb. 22, 2005, with extortion under color of official right. Died Oct. 4, 2005.

Richard Iadanza, former deputy mayor of Neptune Township. Charged Feb. 22, 2005, with extortion under color of official right. Pleaded guilty Feb. 9, 2006. Sentenced Oct. 24, 2007, to four months in prison.

James Ingram, Middletown, former owner of JBI Limousine, Neptune Township. Charged March 10, 2005, with money laundering. Pleaded guilty July 26, 2005.

Edward Kay, Marlboro, Monmouth County area developer. Indicted Dec. 6, 2006, on eight counts of mail fraud and two counts of bribing a public official from the Western Monmouth Utilities Authority. Pleaded guilty Oct. 29, 2007, to using the U.S. mail to facilitate corrupt payments to a public official.

Harry Larrison, former Monmouth County freeholder director. Charged April 27, 2005, with accepting corrupt payments in matters involving local governments who receive federal funds. Died May 29, 2005.

Joseph "Joey Buses" McCurnin, former Monmouth County Division of Transportation operations manager. Charged Feb. 22, 2005, with extortion under color of official right. Pleaded guilty Feb. 9, 2006. Sentenced Oct. 24, 2007, to three months in prison.

Bernard Meiterman, Manalapan, Monmouth County area developer. Indicted Dec. 6, 2006, on eight counts of mail fraud, two counts of bribing a public official from the Western Monmouth Utilities Authority and one count attempting to obstruct a grand jury investigation. A superseding indictment on March 20, 2007, added one count of bribing a public official. Pleaded guilty Oct. 29, 2007, to using the U.S. mail to facilitate corrupt payments to a public official.

Steven Meiterman, Marlboro, Monmouth County area developer. Indicted Dec. 6, 2006, on eight counts of mail fraud, two counts of bribing a public official from the Western Monmouth Utilities Authority, one count attempting to obstruct a grand jury investigation and two counts of giving corrupt payments. A superdesing indictment on March 20, 2007, added one count of bribing a public official. Pleaded guilty Oct. 29, 2007, to using the U.S. mail to facilitate corrupt payments to a public official.

John Merla, mayor of Keyport. Charged on Feb. 22, 2005, with extortion under color of official right. Indicted Oct. 3, 2005, on four counts of accepting corrupt payments, conspiracy to obtain corrupt payments under color of official right, two counts of mail fraud. Superseding indictment Feb. 6, 2006, added one count of extortion induced by fear of economic harm under color of official right. Pleaded guilty Jan. 17, 2007, to one count of accepting corrupt payments. Sentenced Oct. 23, 2007, to 22 months in prison.

Richard Messer, Ocean Township, general manager of First Vehicle Services of Neptune. Pleaded guilty Nov. 16, 2006, to one count of defrauding his employer of its right to honest services for accepting bribes as a reward for securing the sale of International Trucks of Central Jersey vehicles to Neptune Township.

Raymond O'Grady, former Middletown committeeman and director of Monmouth County Central Motor Pool. Charged Feb. 22, 2005, with extortion under color of official right. Indicted Nov. 21, 2005, on two counts of extortion under color of official right, two counts accepting bribes to influence and reward, one count conspiracy to extort. Convicted June 8, 2006, on all counts. Sentenced Oct. 11, 2006 to 43 months in prison and three years of probation.

Anthony Palughi, Wall, former superintendent of Monmouth County Division of Bridges. Pleaded guilty Aug. 2, 2005, to soliciting, demanding, accepting and agreeing to accept cash payments in exchange for official action and influence. Sentenced on Oct. 23, 2007, to eight months in prison.

Matthew Scannapieco, former Marlboro mayor. Pleaded guilty April 12, 2005, to accepting approximately $245,000 in corrupt payments from a developer and tax evasion.

Anthony Spalliero, Hazlet, Monmouth County area developer. Charged May 3, 2005, with four counts of offering corrupt payments in matters involving local governments who receive federal funds. Indicted Oct. 11, 2005, on 10 counts of offering corrupt payments and four counts of mail fraud. A superseding indictment on March 20, 2007, added one count of bribing a public official and one county of conspiracy to impede and impair the functions of the IRS.

Joseph Spalliero, son of Monmouth County-area developer Anthony Spalliero. Indicted Oct. 11, 2005, on one count of offering corrupt payments.

Patsy Townsend, former Monmouth County deputy fire marshal and code enforcement and emergency management official in Neptune Township. Charged Feb. 22, 2005, with extortion under color of official right. Pleaded guilty March 14, 2006, to one count of attempting to commit extortion under color of official right. Sentenced Aug. 1, 2006, to six months in prison.

Richard Vuola, former Marlboro Township Municipal Utilities Authority commissioner. Charged Oct. 29, 2004, with offering corrupt payments to officials in Marlboro and Manalapan, possessing firearms as a convicted felon and filing false tax returns. A superseding indictment on Dec. 4, 2004, added charges of offering corrupt payment and possessing firearms as a convicted felon. Superseding indictment on May 12, 2005, added a charge of offering corrupt payments. Pleaded guilty to six charges July 7, 2005. Sentenced Dec. 16, 2005, to 50 months in prison.

Terrance D. Weldon, the former mayor of Ocean Township and the city manager for Asbury Park. Pleaded guilty to three counts of extortion on Oct. 10, 2002, admitting that he took more than $60,000 in cash bribes from three different developers between 1998 and 2001. Sentenced Aug. 27, 2007, to 58 months in federal prison and fined $20,000.

Stanley Young, former Marlboro Planning Board member. Pleaded guilty June 20, 2005, to accepting corrupt payments.

John "Fazz" Zambrano, former Long Branch councilman. Pleaded guilty to extortion under color of official right July 20, 2006. Sentenced Oct. 24, 2007, to four months in prison.

Paul Zambrano, former West Long Branch mayor. Charged Feb. 22, 2005, with extortion under color of official right. Pleaded guilty Aug. 24, 2005. Sentenced on Oct. 23, 2007, to one year and one day in prison.
